Emancipation Proclamation

The emancipation proclamation was issued by president Lincoln to put a stop to slavery. The proclamation stated that all slaves in the Confederate states were now free, and all black men fighting in the war on the rebellious side were to be treated as soldiers and not slaves. This article was passed not through congress because it was a military act, and the president being the head of the military, he can issue it without the approval of the senate.
